Pan-O-Prog Food Vendor Information and Application
Lakeville's Pan-O-Prog 60th Annual Festival is quickly approaching and we would like to invite Food Vendor Concessions to apply to be a part of the 2026 festival. This year’s events are scheduled for Saturday, July 4th along with the downtown events taking place Thursday July 9th through Sunday July 12, 2026. Food vendor concession setup for downtown Lakeville will be on Thursday, July 9th at 11:00 am. The Pan-O-Prog Festival is a high-volume event, so all food vendors are expected to have proper inventory on hand to serve customers during food vendor hours. Required hours of operation for each day is listed below. Please note: There are some vendor spots that do not have to be open on Sunday in the downtown area. If you so choose not to open; verify with the Pan-O-Prog Food Manager if the spot assigned to you is one of those. If you choose not to open on Sunday, your food unit must be removed from the premises on Saturday night. If you close early or pull out of the event early, there will be no refund, and you will not be asked back in future years. Below are the main scheduled events for Pan-O-Prog 2026. Food Vendor Information and Requirements
Overview of Application Request
Each year, numerous requests for the re-issuance of contracts are submitted by previous festival participants, alongside a growing number of new applications. The allocation of space is determined by considering local organizations, returning vendors, and newcomers who can offer either enhanced variety to the event or possess outstanding sales capabilities. Pan-O-Prog remains dedicated to attracting high-quality vendors annually, with approval decisions primarily based on the diversity of offerings and the presentation of vendor booths.
Inspection and Compliance
The City of Lakeville requires a "Mobile Food Unit Permit" on an annual basis. Once you are accepted as a Food Vendor by Pan-O-Prog, you will then be required to submit for the "Mobile Food Unit Permit" directly from the City of Lakeville ($50 annual cost). Link and additional information are provided below. As Food Vendors, you should also anticipate inspections from the Minnesota Department of Health, the Lakeville Electrical Inspector, and The Lakeville Fire Department (Permit inspection).
Participation Requirements
To ensure a seamless process and continued participation in the festival, vendors must carefully review and accurately complete all required documentation. Missing or incorrectly completed items will result in disqualification from the festival.
Due Dates/Application Info
To secure a food vendor space at the festival, it is essential to adhere to the following submission deadlines and requirements:

Complete the on-line application and upload supporting materials by April 1, 2026. This deadline will ensure that your request for a food vendor space will taken into consideration by Pan-O-Prog.

During the application process, you will be required to read and agree via digital signature to the "Panorama of Progress, Inc. Food Vendor Participation Terms and Conditions."

Food Vendor must provide a clear picture of your food truck, trailer or concession stand.

Confirm space requirements and select fee amount as outlined in the event’s fee schedule.
Certificate of Insurance/Insurance

Certificate of Insurance is required and must be uploaded to this application site.

Once you have been approved as a vendor and your event space location has been assigned, the Pan-O-Prog Food manager will contact you with additional "Certificate of Insurance" information and directions. You must wait until you are notified as we have many locations and the certificate is specific to the property owner.

Vendor Location Assignment
The lineup of food vendors and the availability of food booth locations are subject to change each year. As a result, no vendor is guaranteed the same booth location from previous years. Seniority or past participation does not ensure a particular spot.
It is essential that all required information and documents are submitted by April 1, 2026 (Certificate of Insurance due June 1, 2026.) Vendors who fail to provide the necessary materials by the deadline will not be considered for the festival.
Due to the limited number of spots, some food vendors are unable to secure a spot each year because space fills up quickly. We strongly encourage all food vendors to submit the application as early as possible to maximize your chances of being included in the festival as food vendors are selected throughout the enrollment period.
If the application is accepted, you will receive a notification email along with an invoice email for payment options. As noted above, we will contact you regarding specific needs related to the Certificate of Insurance.
